Another issue - just added an item which weighed 120g for shipping to the EU - the estimated customs fees were £6.80. How is that calculated?
On apply shipping, reduce weight to 80g and it is calculated correctly. Increase the weight back to 120g and it stays the same.

Why has it changed that it has to be CN23 and not a CN22 I wonder?
Not being able to print CN23 labels by default as 4 to a page is a nightmare - they need to change this!

@Administrator - so why is the charge no longer 10% ? It still only says 10% on those pages...

Same issue for me today - sent an item valued at £22 - it has been £2.20 (10%) duty for months - now all of a sudden they charged £5.50 (25%) today.
No announcement that the duty rates have increased - at least you only got charged 13.5% duty.
How are we supposed to collect the correct amount from our customers if the duty changes on a daily basis?
Did you get any response from Royal Mail?

Noticed a really bad anomaly here.
I was doing a Click & Drop order for 2 items (the same) so added them as quantity 2 when entering the recipient details etc. Total estimated fees on the Apply Postage page was then £8.50 or so...
I edited the package contents on the Apply Postage page to try reducing the quantity to 1 - the fee dropped to £3.58. Increase the quantity back to 2 and the fee remains at £3.58
So it is definitely NOT being applied correctly.

The EU customs duty is supposed to be paid on each HS code - so I agree if you send two items the same there should only be one fee, if you send two different items, but with the same HS code, again there should only be one fee.
The problem is we do not know if this is the Royal Mail systems having implemented this incorrectly, or the EU customs system!

Not sure what you mean by reclaiming the EU import VAT? That has to be accounted for to the EU via their IOSS scheme (either via Royal Mail or direct by you).
For UK VAT you set the value as 0%

Another example - how can sending a second hand RS232 cable (to connect special equipment to standard RS232) cost £10.63 in fees for a £5 cable?
I don't recall the US sticking 200% duty on some things from the UK.
