The current system results in lots of blank labels, and the need to look carefully to make sure one assigns the correct customs label to the correct address label.

Thank you, but a year and a half later, this still has not happened. Perhaps if it would be simpler, you could just give users the option to have the labels in the same order as you do now, but without page breaks between postage labels and customs labels. This would save the postential waste of labels. It is surely important to Royal Mail to avoid encouraging waste.
